Nobody needs Krasnodar?

Evgeniy Pervyshov is a native city dweller who has successfully proven himself in various fields.”— the statement of Krasnodar Governor Veniamin Kondratyev, published on November 1 on Twitter, became, as they say, a bolt from the blue for both the regional elites and Krasnodar residents.

Pervyshov is, of course, known in the city: in recent years he has worked here in various senior positions, but not for long. But even though the official left to work in Moscow from the post of vice-mayor of the city, his candidacy was never considered by experts among candidates for the post of mayor since it became known about the departure of the former head Vladimir Evlanov.

The post of head of Krasnodar became vacant after the Duma elections on September 18, when Vladimir Evlanov, who had headed the city since 2004, resigned early due to his victory in a single-mandate district. The media reported that such an extraordinary act - officials rarely exchange a high position for parliamentary immunity - was preceded by several harsh public statements by Veniamin Kondratyev, who criticized the city authorities for mistakes in the development of the city, associated primarily with chaotic development and unauthorized construction.

At first, observers named the head of the Dinsky district, a fellow countryman of the governor, Sergei Zhilenko, as the leader of the race for the mayor’s seat. When the regional prosecutor's office opened a criminal case against Zhilenko, the head of the region still tried to defend him, declaring: “I believe that Sergei Viktorovich was always guided by the interests of the region, the interests of the residents of the region, and I hope that there is no crime in his actions.”

Having seen the fate of the previous favorite, First Deputy Mayor of the city Alexander Mikheev did not rush to apply for the competition for the position of head of Krasnodar. And this despite the fact that it was on the recommendation of the governor that Mikheev was appointed acting. the head of the city, and local political scientists predicted good chances for him to become a full-fledged mayor.

When almost a month had passed since the announcement of the competition to select candidates for Krasnodar mayor, rumors spread throughout the city that there were simply no people willing to take the place of Krasnodar mayor. They say that a city with a debt of 140 billion rubles is simply not needed by anyone. Therefore, the media greeted Pervyshov’s unexpected appearance with a sigh of relief: “at least someone wanted to become the mayor of Krasnodar.”

Although there are rumors that everything is not so simple, and before Veniamin Kondratiev met with a potential candidate and announced his creation for the post of mayor on November 1, a certain envoy from Moscow came to him. They say that initially the Kremlin approved a different candidate, but then it turned out that “the feds have their own jokers.” And they say that such a “wild card” was an assistant to one of the deputy prime ministers, who turned out to be even more convincing than the Kremlin.

“What difference does it make who the city chooses to kill”?

In principle, the townspeople, excommunicated from choosing a mayor, nevertheless began with interest to discuss the only candidate so far (and perhaps in general). The most interesting thing was that Pervyshov turned out to be divorced, having three dependent children. “Single, has three children,” lines from the official’s official biography were quoted on the Internet. "How is that?" “This is to avoid filing a declaration for the spouse... The wife is most likely a very successful businessman,” enlightened those more knowledgeable.

“In 2012 - when she was last included in his declaration - she earned 8 times more than her husband, more than 9 million rubles. Since then, the wife has disappeared from the declaration, but new children appear there from somewhere :)) True, in 2012, an apartment of 76.6 sq.m., a parking space and two Nissan Teana cars, which were present in the declaration for 2011, disappeared from the family declaration. , the wife sold what she had acquired before marriage. In 2011, their incomes were approximately the same, less than 900 thousand at a time,” said those who were apparently too lazy to study the ins and outs of the future mayor.

And what’s curious is that Pervyshov’s wife actually had a business in Kuban. Reportedly, in 2013, Evgeny Pervyshov divorced her.

But what’s even more interesting is that in 2012, when observers noted an eightfold increase in his wife’s income, Pervyshov first came to a responsible position in the Krasnodar mayor’s office, becoming first a deputy and then the head of the city’s municipal control. It was in this position that he led the city authorities’ “crusade” against unauthorized construction. At the same time, spiteful critics note that the future mayor “in the Yevlanovsky department of municipal control, he defended the interests of all Armenians who “smeared” half of Krasnodar with self-construction, pretending to be a “struggle” and using the budget loot on municipal lawyers who “well, they couldn’t.”

Based on this, Krasnodar residents do not really believe that Pervyshov can become a good mayor. And experts note that all appointments of officials are, rather, some kind of advance for the future. Perhaps not a single person in Krasnodar can accept the governor’s statement that “Evgeny Pervyshov is a “native city dweller who has successfully proven himself in various fields” at face value. Who did Veniamin Kondratiev want to compromise with this statement: himself or Pervyshov?

The official worked as the head of municipal control of Krasnodar for less than a year. After which he is transferred to the head of one of the city districts for eight months, and then he becomes vice-mayor for two years. But even these two years he did not work entirely in one place, since on the eve of the Olympics he was sent to Sochi to oversee the construction of a number of local facilities. It is noteworthy that for his contribution to the preparation and holding of the Olympic Games, Evgeny Pervyshov was awarded in December 2014. commemorative medal. And less than a year later - in November 2015. - unexpectedly for many, he was appointed deputy director of the department of licensing activities and control, head of the department of licensing activities of the Ministry of Construction of Russia. By this time, by the way, all those with whom he had the opportunity to work on Olympic construction sites had long since received promotions.

“Pervyshov was taken to Moscow for a good position. However, this was a kind of credit of trust for a person who made a fairly quick career in Krasnodar, not staying very long in each position,” one federal official commented on Pervyshov’s rise.

But Evgeny Pervyshov worked in Moscow for less than a year, and, probably, sensing the opportunity for another career growth, he immediately returned home, laying claim to a new job.

Who do squatters help live?

Not so long ago, just a month ago, in Krasnodar the not very well-known company YUR-AL-STROY LLC, whose founders in November 2008 apparently became, among others, Evgeny Pervyshov and Alexandra Pervyshova, ceased to exist. In this company they were engaged in consulting on issues of commercial activity and management, as well as researching market conditions and studying public opinion.

Nothing, in general, remarkable, if you do not take into account the fact that Mr. Pervyshov at that time worked first as deputy director of the municipal unitary enterprise "Park named after the 30th anniversary of the Victory", and from November 18, 2009 to February 24, 2012 headed the municipal unitary enterprise "Institute Gorkadastrproject " Well, and then an appointment to the mayor’s office followed. That is, it must be assumed that, as a municipal employee, with access to various official information that could be of commercial interest, Evgeny Pervyshov allowed himself some kind of “consulting and market research,” which must have been well paid.

People close to business are well aware that such services can often serve as a banal cover for much more serious transactions, and therefore, obviously, it is no coincidence that the income of Evgeniy Pervyshov’s wife soared eight times (!) after his appointment to fight squatterism.

And it’s interesting that since Evgeny Pervyshov headed this very front in Krasnodar, when the volume of illegal construction, including housing, in the city has increased very much.

Many blame this on the former mayor of the city, Vladimir Evlanov, who, either through negligence or for some other reason, refused to defend the interests of the city in the fight against developers. So, they say, the mayor's office abandoned its complaint in the Krasnodar Regional Court (case No. 33-27524/15 on the claim of the Krasnodar administration for the demolition of unauthorized construction, the appeal ruling dated November 19, 2015 is posted on the website of the Krasnodar Regional Court) about the demolition of two unauthorized apartment buildings owned by private developer A.A. Frolov For another squatter building by the same developer, the court made a decision on demolition (case No. 33-23318/15), but four months later the demolition was not carried out, and the administration seemed to be waiting for the developer to legalize the squabble construction through higher courts or in another way. Another method was also known: the mayor’s office, apparently, issued permits for unauthorized construction in violation of the law.

It is only noteworthy that many of these examples date back to the period when the city’s main fighter against squatters, Evgeniy Pervyshov, worked as the vice-mayor for urban services. And it is to him that ill-wishers attribute the authorship of the scheme to legalize illegal construction. It seems that his divisions prepared documents for the mayor of the city to make decisions on refusal to appeal certain court decisions recognizing squatters. And it’s interesting that many of these decisions were made by the Prikubansky District Court, i.e. in the region of Krasnodar where Evgeny Pervyshov managed to be the head.

It all looked something like this: having learned in advance that the city intended to seek demolition of the unauthorized construction, the developers or residents of the already built houses fled to the Kubansky court and asked to recognize their rights as owners, provided documents from the relevant examinations that recognized the buildings as safe. The court satisfied their demands, they went to the mayor's office, which, according to the recommendations prepared by Pervyshov's units, refused to appeal the court decisions to higher authorities.

Naturally, the scheme did not work for everyone. And therefore, as Krasnodar residents note, sometimes buildings were demolished that should not have been demolished. And, one must assume that consulting services in Krasnodar are expensive, and therefore not everyone agreed to pay for them, and someone might simply not have enough money for the entire range of services.

But here are some interesting statistics on the success of Pervyshov’s fight against self-construction. After a year of his work in municipal control, by the time of his appointment as deputy head of the city - in February 2013 - “in the capital of Kuban, 117 high-rise buildings and townhouses were built without documents or building permits”.After another year and a half of his service, already in the position of vice-mayor, who oversaw the city economy and housing construction - in June 2014 - “287 lawsuits against self-construction had already been filed in the courts, but only 30 for residential buildings».

What happened to the remaining 87 high-rise buildings and townhouses? Some were actually demolished, some turned into long-term construction, which the city authorities do not allow to be built, but for some reason they are not demolished. But the strangest thing is that many self-builders simply fell off the repressive list.

The developers themselves say that it was always possible to reach an agreement with Pervyshov. In other cases, apparently, envoys came from the official who negotiated the cost of the city renouncing all claims. There are testimonies from the developers themselves, who, with the help of perhaps the now future mayor, legalized their construction projects. And is it any wonder now that Pervyshov really did not want to publish his growing income in his wife’s declaration? It would have been easier to get a divorce...

By the way, many cases of demolished houses in the capital of Kuban are very worthy of attention. For example, city authorities, who carried out almost thousands of inspections, could not have been unaware of the construction of houses where apartments were sold much cheaper than the market price. As noted by local media, apartments in such buildings were selling like hotcakes. Something was even being built, and then suddenly: the decision to demolish it! If the house had already been occupied, then the budget could allocate money for demolition and resettlement of residents in a minimal amount. But a logical question arises: who had the millions collected from the defrauded shareholders? And why did all the inspectors reporting to Pervyshov so intensely ignore some illegal construction sites?

Some observers believe that the decision to recommend Yevgeny Pervyshov as mayor was forced on the governor. For Kondratiev, the fight against self-construction in Krasnodar and returning it to the normal appearance of a civilized city is a fixed idea. Therefore, the governor would hardly personally want to place in the chair of the city mayor a man who made his “consulting business” out of illegal construction in the city.

It looks like Vladimir Evlanov's 12-year reign over Krasnodar is blowing the final whistle. The head of Kuban, Veniamin Kondratyev, invited the mayor of the regional center to run for the State Duma in the next elections, which will be held in September. This means that Evlanov will still have to vacate his seat. To whom, of course, is not yet known. A new city manager will likely be introduced in the next few months.

The city needs to move forward. Vladimir Lazarevich, the city needs your experience, which has been acquired over decades. I suggest you run for the State Duma in the Krasnodar single-mandate constituency and make Krasnodar even more beautiful, more convenient and comfortable for living. “I ask you to make a correct, balanced and necessary decision for the residents,” Veniamin Kondratyev proposed at an extended meeting of the Duma.

Evlanov himself was probably ready for such a turn in his career. Although the recent criticism of his work could have yielded much more dramatic results. And after the sensational debriefing at the ZSK session, no one would have been particularly surprised by the resignation to nowhere. However, the governor’s proposal to change the mayor’s job does not mean a guaranteed mandate for Evlanov. Even if Vladimir Lazarevich decides to take this step, he faces a serious fight in the upcoming elections in September.

I am grateful for the criticism; I understand that the city needs a reboot and new approaches. There are many tasks, time has created new problems that did not exist before. Today they are acute. And in any case, wherever I am, I will continue to deal with them and help solve problems. I hope that 12 years have passed with benefit for the city,” noted Vladimir Evlanov.

For the city, Evlanov’s entry into the State Duma is a very profitable step. First of all, this is a great opportunity to strengthen our position at the state level. And the whole of Kuban could use a reliable person in the federal center.

But we must understand that many of the city’s problems cannot be solved locally - we need a federal level,” says ZSK deputy Nikolai Petropavlovsky. - The governor needs people in the government, the Federation Council and the State Duma who will work for the benefit of the region. And for Vladimir Evlanov this is a good option to prove himself as a deputy.

Meanwhile, political scientists and experts are already predicting a heated battle in the elections and are discussing what advantages the region will receive if Evlanov does get to Moscow.

If Evlanov still runs and gets into the State Duma, then Kuban will receive one of the most experienced managers in the parliament. One can argue for a long time about the quality of Evlanov’s work, but no one from the current establishment has such experience in managing the regional center as he does. The hottest battle in the elections will take place in Krasnodar, and for the party in power, Evlanov is a truly strong candidate. Information appeared on news agencies that Sberbank will open three new credit lines for Krasnodar. The total amount of funds raised under these programs exceeds 990 million rubles. This is evidenced by the materials of the government procurement portal. It is clarified that funds were raised through a competition for three lots: 200, 500 and 290 million rubles. Each term is three years, and the approved rate is 14.5% per annum. The starting value of the contracts is 126.1, 87 and 217.5 million rubles.

Thus, the debt burden on the city budget increases even more. No wonder the Krasnodar city branch of the Communist Party of the Russian Federation and communist deputy of the State Duma S.P. Obukhov is sounding the alarm. According to an extract from the municipal debt book, Krasnodar’s debt today is 7.6 billion rubles (!). This is 7 thousand rubles per resident, or 30-35 thousand rubles on average for each family. But that's not all! The accounts payable of the mayor's office to enterprises and organizations that fulfilled municipal orders for the city, as well as for other work and services, as of January 1, 2016 amounted to almost 5 billion rubles. And its own tax and non-tax revenues for the same period amounted to only 12.6 billion rubles.

It turns out that the city's debts and the "creditor" have already become equal to their own income. At the same time, the mayor’s office is in no hurry to improve its efforts to increase the revenue base. How else can we explain that income from the use of municipal property in 2015 decreased by a quarter compared to the previous year? Why did the municipal budget receive only 33.7% of the plan even for paid parking? And such questions to the mayor's office can be asked for a long time.

Let us recall that on May 18 a press conference of communist deputies took place, where S.P. Obukhov stated the following:

It is not surprising that city residents refuse to trust Evlanov. On February 6, 2016, at a rally of thousands, Krasnodar residents demanded Evlanov’s resignation from the post of mayor of Krasnodar.

On February 23 of this year, during a demonstration, hundreds of people again demanded the resignation of the head of Krasnodar, Vladimir Evlanov. Stretching a large banner demanding the resignation of the head of the municipal government, the demonstrators marched along the main street of the city of Krasnodar. I would especially like to note that this demand of the demonstrators aroused positive emotions among passers-by: the walking townspeople agreed, and some even took photographs against the backdrop of the demand for the resignation of V. Evlanov.

A few months before leaving the post of head of Krasnodar, Vladimir Evlanov deprived the city of 33.7 hectares of land with a total value of more than 1.3 billion rubles.

Documents confirming this were at the disposal of Voice of Kuban.

Sergey Atmozhyan and Shagokat Stepanyan, due to bureaucratic delays in the Krasnodar administration, received 33.7 hectares of urban land, the cadastral value of which exceeds 1.3 billion rubles, as compensation for damage by a court decision.

Evlanov agreed with this decision and deprived the city administration of the opportunity to appeal this decision.

In March 2016, two individuals, Sergey Atmozhyan and Shagokat Stepanyan, who are tenants of three land plots in Krasnodar, filed a lawsuit against the city administration. In court, the tenants asked that the actions of the Krasnodar administration in failing to provide statements of reconciliation of payments under lease agreements be declared illegal. Atmozhyan and Stepanyan claim that because of this they could not use the leased plots for their intended purpose. City officials were unable to provide formal documents for more than 5 months, and therefore the court sided with the tenants.

After which Atmozhyan and Stepanyan decided to demand that the administration, as compensation for damage, transfer to them ownership of a plot of more than 33 hectares at the address. Voronezhskaya 59, the cadastral value of the site exceeds 1.3 billion rubles. The court satisfied their demands.

To clarify, Stepanyan rented 2 plots from the city in February 2012 at 138 and 140 Sormovskaya Street, the size of the plots is 9.59 and 9.99 acres.

The total cadastral value of the two plots is 5.99 million rubles. It was planned to build shops on the plots. Atmozhyan received his plot of land for rent at the end of 2010 at the address: st. Shkolnaya 17/7. A plot of 18.27 acres was rented to accommodate garages. The cadastral value of the site is 32.39 million rubles.

Thus, as compensation for the inability to use the leased plots, entrepreneurs now receive ownership of a plot whose value is more than 30 times higher than the cost of the leased plots, and whose size is more than 80 times!

One could chalk this up to a miscarriage of justice. And the city administration did not agree with this decision; its representative filed an appeal to the regional court.

From 2001 to 2004, V.L. Evlanov worked as chairman of the housing and communal services committee of the Krasnodar region. Under his leadership, a number of programs related to reforming the housing and communal services of the Krasnodar Territory have been developed. Work was actively carried out to attract investors, both Russian and foreign, to the Kuban housing and communal services sector. When the Krasnodar region was hit by natural disasters one after another, as a result of which thousands of residential buildings disappeared under the water flows, and tens of thousands of Kuban residents were left homeless, Vladimir Evlanov personally visited almost all the affected settlements. Under his leadership, new microdistricts were put into operation and the life support system was restored in disaster areas.

In 2003, Vladimir Evlanov was awarded the 1st degree commemorative medal “For Outstanding Contribution to the Development of Kuban” for his great personal contribution to the restoration of the region’s housing and communal services in flood-affected areas.

On October 5, 2004, V.L. Evlanov was appointed 1st deputy, acting. Head of the municipal formation of the city of Krasnodar. In the elections on September 18, 2005, the overwhelming number of voters (about 65%) cast their votes for candidate V.L. The award ceremony for the winners of the regional round took place in Moscow - in the Hall of Church Councils of the Cathedral of Christ the Savior.

In April 2008, the head of Krasnodar, Vladimir Evlanov, was awarded the Order of Honor. Russian President Vladimir Putin signed a Decree on awarding the Krasnodar mayor, thereby noting the labor successes and many years of conscientious work of the head of the capital of Kuban.

In September 2010, Governor of Kuban A.N. Tkachev presented the head of the municipality of the city of Krasnodar V.L. Evlanov with the highest award of the Krasnodar Territory - the medal “Hero of Labor of Kuban”.

In September 2011, member of the Federation Council of the Federal Assembly of the Russian Federation Nikolai Kondratenko awarded the head of Krasnodar Vladimir Evlanov the Order of the Russian Nation.

In October 2012, by the Order of the Minister of the Russian Federation for Civil Emergency Situations and Disaster Relief, the head of the Kuban capital, Vladimir Evlanov, was awarded the commemorative medal of the Ministry of Emergency Situations of Russia “Marshal Vasily Chuikov”.
