The region and the city are together not only in celebration, but also in social construction

On the eve of the city's birthday, the results are traditionally summed up: what has been done and how, what has been achieved, and what plans are to be implemented in the future. Who, if not the first leader, sees both the past and the future - as a whole? We addressed questions to the head of the Stavropol administration, Andrey Dzhatdoev. And once again they were convinced: stereotypes are alien to him, and public boasting is abhorrent. Andrei Khasanovich considers the most important thing for himself and his team to be the result, and not the path to it, daily painstaking work, and not fanfare and slogans.

The great date brought us together

And yet, our conversation with the head of the administration began with the most important thing - for the townspeople, residents of the region and citizens of one huge country:

“City Day this year is different from last year: just recently we celebrated the 70th anniversary of the Great Victory,” said

A. Jatdoev. – This historical event united us so much that the unification of the Day of the City and the Region became completely logical and understandable. Stavropol does not claim any special role: we are just an administrative center, which is a part of the Stavropol Territory, a part of the North Caucasus, a part of Russia. Although with its own rich history and traditions. And in this sense, I see these moments as significant, politically and ideologically important.

Just recently, an inscription appeared in the historic administration meeting room stating that our city was awarded a diploma as the winner of the All-Russian competition “The Most Comfortable Urban (Rural) Settlement in Russia.” The competition was held in six categories among 144 municipalities. Stavropol was recognized as the greenest and most comfortable in the country. Victory in such a prestigious competition is the result of the work of the entire city. The bar is set high, and we will try to keep it, not in ranks, but in content.

The city administration decided to use the full amount of the monetary award received to create a comfortable pedestrian zone in the historical part of Stavropol: reconstruction of October Revolution Avenue. At present, this work is almost completed. A significant section of the avenue was decorated with new wrought-iron benches and lanterns, the old asphalt was replaced with a modern tiled surface, and the flower beds and lawns were updated. The Alley of Honorary Citizens of Stavropol looks different, from where City Day starts on September 19.

“I believe,” continues Andrei Khasanovich, “that this is truly an achievement - and an achievement not only of the administration or an individual leader, but also of all the citizens who work in Stavropol, who love their hometown, are proud of it, and create material values.

We are talking, first of all, about factories and city enterprises that are not just afloat, but that are seriously increasing their capacity thanks to a balanced and specific government policy. We are talking about our teachers, our doctors, utility workers - about many professions and specialties. This is the first.

Second. In March, the news was announced that Stavropol took third place in Russia in terms of economic development. Our enterprises have demonstrated a real breakthrough - each in its own field. This applies to investments in the economy, the tax component, the budget, and the birth rate - in a word, that same “social well-being” that, dare I say it, is on the rise in our country. Again, not according to our own assessment, but based on the results of serious analysis and comparison with the state of affairs in other cities of Russia. And this, you see, is worth a lot! Krasnodar and Belgorod were ahead, but we overtook Moscow and St. Petersburg. What does this mean? Yes, that Stavropol is developing and we have overcome regression and stagnation. I think this is very important, and therefore I set myself and my colleagues the following task: it is vital for us that such positive changes constantly occur in the city. We don't need to be ashamed of our achievements!

A breakthrough in social infrastructure is a reason for pride

– Stavropol has changed significantly for the better in recent years. This is a significant contribution to your efforts. Are you proud?

– Of course, and therefore I will again talk about recent results. This year on our street. Pirogov, the Alley of Veterans with a wonderful children's playground appeared. By the way, I’ll open the “curtain” a little: we plan to continue this alley to the 45th parallel. We have our first bike path. Some people like it, some don’t, but it’s a living process, and it continues, and that’s wonderful! Landscaping around the Stavropol concert hall is currently underway, and in the near future there will be a cool children's playground here, the likes of which we have never seen in our city before. People will see interesting landscape design solutions, new flower beds, original covering, large parking and much more.

Another reason for pride: the development of social infrastructure - so many social facilities have never been built in the city at once. Let's consider: a kindergarten is already being built, funds are provided to “buy” two more. These are all federal programs, and here I want to sincerely thank the Governor of the Stavropol Territory, Vladimir Vladimirov, for the support of the townspeople.

Two secondary schools are being built. The only overground pedestrian crossing in the city has been put into operation. The construction of a school for 990 places in the 204th quarter should be completed in December of this year. This is the first and so far the only school in a microdistrict with a population of more than 15 thousand people. Another school - for 807 places - is being built in the 530th quarter of the regional center. Completion of the object is mid-2016. This is extremely important for us, because after September 1, when we calculated how many children came to the city schools, it turned out that our enrollment rate was approaching 1.5.

We have 485 more first-graders compared to last year. I think these two schools will help to “defuse” some tension in the area of ​​access to education. Let me remind you once again: one part of these facilities is being built through federal, regional and municipal programs, the other part through private investment. But by and large, the townspeople don’t care how much money is spent on construction. It is important that there are clinics, schools, kindergartens, swimming pools and bicycle paths - everything that makes the lives of city residents better and more comfortable.

– About the clinic, please, in more detail...

– Yes, we should say this more loudly! When it was founded, no one believed that construction would begin and the southwest of Stavropol would breathe more freely - healthcare here would be provided by not one, but two clinics.

The head of administration clearly demonstrates that he can, without leaving his office, observe the progress of construction of literally every facility - video cameras are installed everywhere, and they broadcast the process in real time. We saw all the sites - the clinic, schools, and kindergarten. And even a swimming pool, which is currently being built in the northwestern microdistrict. By the way, this particular facility is being built within the framework of the so-called municipal-private partnership, the “fashion” for which our city, in a sense, introduced in its time throughout the country.

– The sports facility, unique in its architecture and content, is being built at the expense of the investor. It will house adult and children's swimming pools, halls for martial arts and team sports, a children's playroom, a medical center, a cafe, and a beauty salon. Residents of the area are constantly interested in the fate of the sports complex: when? – continues Andrey Dzhatdoev. “The area is densely populated, there are several schools and educational institutions nearby, but there are no modern sports facilities where children could fully engage. Therefore, the city administration supported this investment project. I am glad that today the psychology of entrepreneurs is changing noticeably - it has become good form to invest in social infrastructure. This means that responsible business is actively developing in Stavropol.

– But the government “influences” entrepreneurs when it needs something from them?

– Yes, sometimes you have to ask, persuade, explain. But I don’t see anything wrong with this. By the way, this is how it was with the swimming pool in the north-west - after all, another shopping center was planned there, but we managed to convince the partners that a universal facility for active family recreation would be more needed.

“Field” work style: plow and use your brains

– Andrey Khasanovich, you have led the districts and the city for many years, what do you see as the main criterion for a manager?

– When it comes to leadership, there are different styles. I consider myself to be a “field” type of leader, not an office one. I am convinced by life and work: it is always better to see once than to hear a hundred times. And even the modern opportunity - to see several objects under construction at once in real time on the screen of your own monitor - is only a help and a way to constantly be in the know.

But no remote control technique can be effective - life and experience in various leadership positions have also convinced me of this. Yes, there are standard situations, but most often you have to make an operational decision on the spot. And it, I am convinced, is always justified by the very fact of immersion in the environment and situation, in the specifics, and not in the dry language of reports and reports.

I am also convinced that people need to look into their eyes more often. And not only to subordinates, but more to residents of the city who want to communicate and look at the person who leads them. This is the job I like the most! Recently, we have begun to conduct on-site receptions - my deputies and I go to “pain points” - they are immediately visible from the statements and complaints of citizens.

The last time, for example, I was on the street. Osipenko. People contacted us about the bus stop pavilion. We condemned the problem and “digested” it. I was convinced of something, and I convinced people of something. Yes, there is not always understanding on the part of townspeople in this or that situation: some, for example, want stops every 50 meters. You’ll talk to people and you’ll see things that you definitely wouldn’t notice or understand from your office!

And these moments often form or point to systemic problems. After all, the most important thing for us is to prevent private issues from turning into something global. Take the same transport. After all, both I and my predecessors have been doing it for many years. But in the end, I came to the conclusion that it is impossible to solve everything at once with the “tools” that we had before. Radical changes are needed here - both in terms of responsibility and in terms of organizing public transport.

And therefore, a competition is now being held, where quite strict and serious requirements have been set in terms of the availability of the GLONASS system, so that we can navigate in compliance with the traffic schedule. We installed cashless fare payment terminals, which is also new in our city. Yes, not everyone likes this, because we pull significant cash flows out of the shadows, record banking transactions, and get the opportunity to monitor the completeness of tax payments. By the way, today 15 thousand Stavropol residents already pay for travel on municipal transport with reusable plastic cards.

Or take the problems of the village of Demino. A few kilometers from Stavropol, our urban microdistrict. But in fact, people live on the outskirts, where there is still no basic infrastructure. There isn't even a student's room. We have now returned the doctor's office that was once there, and now we are talking about creating a work center at the place of residence - the same schoolchildren's room, a police stronghold. We talked with bankers about installing terminals. People don’t ask for much - they want basic living conditions, what is available in the city center.

– Do you often have to switch to “manual” control?

– If we talk about efficiency, then I am convinced that the method of management that produces results is effective. But I don’t hide it, the result doesn’t come easy. Yes, sometimes you have to resort to “manual” control when unpleasant “surprises” happen. I mean unfulfilled projects and missed opportunities. And there are also emergency situations - the same power outages - here sometimes you cannot do without “manual” control. But this year our power engineers are investing more than 200 million rubles in replacing power grids, which will allow us to overcome (albeit not immediately) similar situations. And yet, I would very much like most issues to be resolved, so to speak, autonomously - at the level of a responsible official or department, and not the head of the administration. Alas, this does not always work out. And here I am sure that this problem is not unique to our city - it’s the same all over the world and country. Nobody discounts the human factor. So I think that my subordinates - all without exception - should and are obliged to be patriots of the city, no matter how loud it sounds. Everything else is sorting through papers, reports, numbers, hooks, reports, resumes. The townspeople are not interested in this. Therefore, if we talk about the organization of work, my main goal is not to give impossible instructions. The bar is high, but everything is real, everything can be done. Yes, you need to smell it and use your brains.

In administrative and human “mode”

– When do you usually get up?

– I wake up at five or six in the morning. I'm getting old, I guess.

– When do you finish your working day?

- Differently. As a rule, this is 9 pm - in a normal situation. But for me, the concept of “working day” is very relative. There were cases when at night I had to transport people myself after a fire. So there is no need to talk about any kind of regime.

– Is it true that when working on your site you like to sing?

- No it is not true. I cut the grass in the garden - yes. My wife waters the flowers; she likes this job. But to sing - God deprived me of this talent, the bear stepped on my ear.

– How do you spend your leisure time? Do you have any hobby?

– I’m probably more busy with work than with any special hobby - that’s my way of life! Although there used to be fishing and hunting. I think that I’m still not living quite right. We must try to change our lives.

– Are you a leader by nature?

– Life taught me everything. At the time when I started working, we were trusted with fairly large projects. Yes, they asked harshly. But they trusted! For example, when I was an instructor at the district Komsomol committee, I was involved in the construction of a rest house for railway workers in Budennovsk. He assembled a team of builders, supervised them, and all this was done in a fairly autonomous mode. The best teacher, I believe, is our life, the conditions in which a person works. You just need to study correctly.

– Who are you more in the family – the leader or the follower?

– We were on vacation at the seaside, and it turned out that my children (Daria is 11 years old, Danila is 8) do not perceive me as an “elder” - my wife Elena has more “authority” with them. I had to make a lot of efforts to regain some leadership positions...

– How do you feel about criticism – in person, behind the scenes, in public? After all, townspeople and colleagues, senior managers see you, as they say, each from their own bell tower?

– One question, when they criticize for business, and here – just thank you! Because you can’t keep track of everything, and when prompted, I accept both criticism and someone else’s point of view. I think this is a constructive approach - otherwise you are not a leader, but a local “king” with your own whims and beliefs, which you cannot even try to break. No, I am not like that - not a tyrant, despot or satrap.

I sincerely sympathize with those people who have elevated criticism and often outright slander against the administration and me personally into a life principle, or, to say worse, into some kind of business project that brings livelihood or cheap points in politics. You can’t make money this way - there are plenty of other, non-dirty ways to make a living. These people are definitely atheists, but still we will all have to answer to God for both good and bad. I'm sure of this.

There was some pain and anxiety in the answer to the last question. No, not a hidden grudge, rather the opposite - regret that such situations can unsettle even a seasoned and experienced leader. And yet, when saying goodbye, Andrei Khasanovich returned to the main thing for himself, repeating for the umpteenth time: the most important thing in any work is the result. And that's right! Even the biblical truth “by their fruits you will know them...” speaks of the same thing...

For the first time a tourism festival took place in Stavropol

A unique opportunity to get acquainted with the tourism potential of the city and region was provided to visitors of the First Tourism Festival in Stavropol, which was dedicated to World Tourism Day. The festival started on Fortress Hill and was held in the format of an exhibition-fair, where visitors were able to get acquainted with the various offers of tour operators, get advice and even book trips. All those who came were greeted by entertainment venues, exhibitions of tourist and souvenir products from masters of folk art, as well as representatives of associations of auto and motorcycle travelers of the Stavropol Territory, and much more.

Stavropol has seriously expanded its borders since the early 90s of the last century, and today the city limits are located where wheat used to ear. This means that the administration of the regional capital has become much more worried. We talk with the head of Stavropol, Andrey Dzhatdoev, about how the city lives today.

– Not so long ago, Stavropol won the federal competition for the best settlement in the category of cities - administrative centers of the constituent entities of the Russian Federation. Indeed, guests deservedly admire Stavropol. The flower beds alone are worth it... But visitors are mainly interested in the center. Is there, figuratively speaking, life beyond the Moscow Ring Road, that is, on the outskirts of the regional capital?

– Stavropol has really made significant progress in terms of landscaping, creating comfortable living conditions, and appearance. It's nice that this didn't go unnoticed. And Deputy Prime Minister of the Russian government Dmitry Kozak noted this when presenting the award to the city. I must say that the recognition received concerns not only the central part of Stavropol. It would take a long time to list what has been done primarily for residential areas. And more will be done. In many positions we are in the vanguard. In particular, this applies to city landscaping and small architectural forms, which, of course, diversify the city landscape. We cleared the city of an abundance of billboards, of which there were about one and a half thousand. Today there are about 300 left. There was no goal to just sadistically cut them off. The administration was guided by the wishes of the townspeople, who spoke in favor of such a decision in the framework of sociological surveys and at meetings of residents held by the district administrations of the regional center. Judge for yourself what it’s like to listen to the rustling blinds of a billboard all night. Some billboards blocked the view from the window, which was also inconvenient and narrowed the view of motorists. Business agreed with this formulation of the issue.

However, if I, as the head of the city, would now say that I am happy with everything, then I have nothing to do in this place. In such a large farm there is always unfinished business. Today, the administration is especially concerned about the consequences of the harsh winter of 2016/2017. Only the lazy would not be outraged by the number of potholes remaining on the roads. There are many more of them than in previous seasons. So the renovation is in full swing. In total, the city has allocated 300 million rubles for these purposes. Some inconveniences must be endured, but most road activity occurs at night, when there are practically no cars. There is still a lot of work, so it is unlikely that contractors will cope with the entire volume before August.

– Andrey Khasanovich, recently kiosks have been actively being liquidated in Stavropol, including Soyuzpechat. Not all townspeople like this.

– I consider this process natural. In the city, unseemly pubs, old ruined kiosks, a legacy of the 90s of the last century, when there was really a need for them, are disappearing. Today, the supply of retail space per capita in Stavropol is 1.6 times higher than the national average. In the new situation, it’s time to think about the architectural appearance of our streets. Kiosks won't disappear completely. They just have to look fundamentally different. All this rather painstaking work is carried out in close cooperation with deputies of the City Duma. We are currently forming a new echelon of kiosks in accordance with the approved sketches and location for the sale of the same printed materials, ice cream, and other small goods. No emergency happened. This is a global practice for shaping the urban environment.

– Paid parking has become a serious topic of conversation. The parking meters are, figuratively speaking, in an open field, and it is unclear who is in control of the situation. Why was City Parking LLC from Krasnodar chosen to implement the project, where, as is known, the local prosecutor’s office has claims against this company? There was no worthy candidate in the Stavropol region?

– There are a lot of stories about this. Remember, not so long ago there were no cars to squeeze through on Karl Marx, Bulkin, Sovetskaya and other streets - the concentration was gigantic. Paid parking made it possible to organize space and partially relieve congestion on the busiest sections of city highways. The administration was forced to take measures that limited the ability of some motorists to travel to the city center by car, since they now have to pay for parking. As for the “clean field”. Parking meters are not left unattended by inspectors. Another thing is that they have to move from one parking lot to another. Payment methods can be different - from a bank card, using a mobile application. The instructions for use are simple.

About choosing a contractor. We don’t care about the conflict with parking there in Krasnodar. They honestly won the tender with us. Moreover, among our business structures there were no ones who were able to cope with this kind of project. It’s just the way it is, if someone doesn’t like something, it’s immediately given the format of illegality. The main condition is that the investor installs all the necessary equipment, software, and video surveillance systems at his own expense. Not a single budget ruble is allocated for these purposes. On the contrary, already at the implementation stage, 10 percent of the total income flows into the city treasury. In general, the interaction algorithm is as follows: initially, all revenues from parking are transferred to the city budget, and then the LLC is reimbursed for the costs. Based on the results of the inspection, the prosecutor's office made a number of comments, one of them was to allocate more parking spaces for people with disabilities, which was done. City Parking is definitely not a scam company. The company operates successfully at the federal level, fulfills its obligations to the city, and pays taxes. Throwing mud is the easiest thing to do.

And besides, the municipality does not rely only on paid parking. Parking for 600 spaces will be free for two hours at the new perinatal center, which will be commissioned this fall. At Kazachyaya, 25, next to the European shopping center, free multi-storey parking has already opened. The underground parking lot under construction on Alexander Square will also probably be free. No decision has been made yet. If there was such an economic opportunity, the mayor’s office would make all parking free. However, any structure needs maintenance, so you can’t do without spending. And the city treasury is not yet in a state to live like under communism.

– Dormitory neighborhoods, no less than the center, need parking lots, and more...

– This is a modern trend that is actively cultivated by the city administration. A new construction project can no longer be approved without reference to a car parking facility. The Cosmos shopping and entertainment center in the southwest of the city has become even more in demand after it acquired underground parking.

Since last year, a new construction standard has been introduced in Stavropol for housing as well. Do you want to build, please, but only in the ratio: one apartment - one parking space. Moreover, housing today is no longer in short supply to the point of agreeing to anything as long as it gets built. Most construction organizations have already accepted these rules of the game.

– What particularly pleases the head of the regional center today?

– You know, I want to say that there is a certain extreme in our lives: we have lost the habit of talking about good things. And this is wrong. Currently, several super projects are being implemented in Stavropol, which will soon, of course, beautify the city, make it more comfortable and harmonious. Federal funds have been allocated for their implementation, together with regional ones, thanks to the instructions of the President of the Russian Federation and the governor.

One of them is already working. This is a modern perinatal center. A new clinic in the southwestern part of the city (530th block) for 770 visits per shift at the finish line. All that remains is to install the equipment, and by the end of the year the institution will receive its first patients.

Today I was at the construction site where the largest exhibition center “Russia” is being built. My History”, where exhibitions will be placed, thanks to which it will be possible to get acquainted in detail and clearly with the history of the Russian State. A regional component will also be mandatory. Projects of this scale are currently being implemented only in ten regions of Russia. A new city avenue with six lanes will run nearby. And the square in front of this monumental structure will, of course, in the near future become one of the favorites for the townspeople.

Angel Square will celebrate the city's 240th anniversary this fall with a renewed look: an LED screen for showing films, original landscaping elements. It is no coincidence that the project received a gold diploma at the All-Russian competition.

Construction has begun on the Ice Palace, which the townspeople have already been waiting for. Its commissioning is scheduled for October next year.

The Theater Square in the city center and Lenin Square are subject to reconstruction and renovation, where not only the surface will be replaced, but also a skatepark will be installed to the delight of young Stavropol residents. In the Perspektivny microdistrict, construction of a new school for a thousand places with two swimming pools is in full swing. The city has big plans for landscaping courtyards and building sports and children's playgrounds. The list goes on.

– It is known that everything cannot be changed. And there will never be enough money for everything. Priorities need to be set.

– The number of cars in the regional capital is increasing, new transport interchanges are needed. The birth rate is rising. Our task is to keep up with these processes and provide children with kindergartens in a timely manner. There are not enough places for recreation - we need our own water park, where there will be water attractions, a tennis court, and other entertainment. By the way, its construction is already planned. There is still enough emergency housing left from which people need to be relocated to comfortable conditions.

Trees are aging - they also need to be replaced. In two years, 40 thousand young trees were planted. And this is still not enough. In this regard, I remember the Japanese wisdom: “The best time to plant trees was 20 years ago, the next best time is today.” By and large, this is not only about preserving urban greenery. The need to live every day, to remember that it depends on us what tomorrow will be like.

– What is the main dream of the mayor of the regional capital?

– I would like the guests to say how lucky the residents of Stavropol are to live in such a wonderful city. To achieve this, however, much still needs to be done. It turns out that it will be difficult for me to list everything I dream about. Then so. The main dream is for all dreams to come true.
