Story

By the beginning of 1870, in the entire Russian Empire there were only six educational institutions that trained sailors for the commercial fleet: the Kronstadt Merchant Shipping Company, the Kherson School of Merchant Shipping, skipper courses in Arkhangelsk and Kem, navigation courses in Libau and a private navigation school in Riga. The first (private) nautical classes - for practicing sailors, two-year - appeared in Russia in December 1864 (after 10 years there were already 15 of them, after 25 years - 41) in the town of Gainazh near Riga, on the initiative of H. Maritime State University named after Admiral G.I. Nevelskoy is deservedly called the forge of leadership personnel of the Primorsky Territory and the whole country. In July 1974, on the basis of the order of the USSR Ministry of Fisheries No. 263 of June 27, 1974 and the Dalryba order No. 358 of July 5, 1974, the Vladivostok Nautical School of the USSR Ministry of Fisheries was organized.

The first head of the Vladivostok Naval School, its permanent leader for twenty-seven years, was Anatoly Iosifovich Tikunov.

In 1989, the maritime school was transformed into the Vladivostok Marine Fishery College.

The college has educational and support facilities necessary for training specialists from the fishing industry fleet and coastal enterprises in all specialties, in accordance with the requirements of educational standards: well-equipped specialized classrooms and laboratories, computer science classes, educational and support facilities.

The practice base is quite well developed: training and production areas (metalwork, turning, sharpening, welding, food preparation), repair and installation areas (electromechanical, diesel, auxiliary mechanisms, refrigeration and compressor, network equipment).

The college has a Center for Vocational Training and Employment, which provides short-term training to citizens with subsequent employment in 22 professions: sailor, motorman (machinist), marine electrician, motorist (machinist) of refrigeration units, marine electric and gas welder, etc.

The VMRK training center combines simulators: Global Maritime Distress Communication System, Navigation; International Safety Management Code, Ship Survivability Simulator. All simulators have been certified and examined by the relevant organizations. The staff of instructors is staffed by qualified naval specialists with appropriate education, working diplomas and the necessary certificates. The training center provides training and retraining for maritime cadets, as well as command and rank and file personnel of the fishing industry fleet.

The college has gyms and an open stadium, assembly and video halls, a library, and an ichthyological museum. There is a student club, sports sections and hobby groups.

There is a comfortable dormitory for 460 places, with accommodation in cubicles for 3 - 4 people. The dormitory provides recreation rooms and utility rooms. There is a canteen with 450 seats, providing three meals a day for cadets and students.

In 1995, on the basis of the Vladivostok Naval School, in order to meet the needs of young people for maritime education and shipowners for the training and retraining of maritime specialists, a Maritime Educational Center was created. The creation of the center corresponded to the policy of the Primorsky Territory administration in the field of education pursued by the Vladivostok Maritime College.

The beginning of the work of the educational institution coincided with the beginning of the International Convention on Certification of Seafarers and Watchkeeping (STCW 78/95) and the development of the center was determined by the requirements of this Convention.

In the same year, the first intake of cadets in two maritime specialties was made, as well as the first intake of students for the Global Maritime Distress Safety System (GMDSS) operator courses. After all the necessary procedures for licensing the center for the relevant types of activities, since 1997, cadets have been recruited for four maritime specialties, and students of the training center for all types of GMDSS diplomas, radio navigation surveillance and plotting (RNP), communications and radar plotting (SARP), electronic cartography (ECS). In 1997, the training of ship radiotelephone operators was authorized and a license was received from the Russian Ministry of Transport to conduct educational activities in the field of additional professional education.

Since 1998, seminars on the problems of implementing the requirements of STCW - 78/95 for maritime organizations in the Far Eastern region have been held annually at the technical school. In 1998, the Ministry of Transport of the Russian Federation received permission to train trainers for training centers in the Far East.

In 1999, the State Commission of the Russian Ministry of Education confirmed the status of the Maritime Educational Center as a secondary specialized educational institution and issued it a license for educational activities for a maximum period. In the same year, the center was accredited by the state with the right to issue educational diplomas. In this regard, the Maritime Educational Center was renamed the Vladivostok Marine College. This indicates the high potential of the educational institution.

The Vladivostok Marine College and its training center have an excellent reputation not only among shipowners and sailors, but also among the youth of the Far Eastern region. During his work, more than three thousand specialists from shipping companies were trained.

In 1999, a computer training complex was put into operation according to the International Code of Safety Management on Ships. The simulator is certified by the Main Directorate of the Register of the Russian Federation and has a license for training specialists in the ISM Code No. 1 in Russia.

In 2000, the Vladivostok city administration became one of the founders of the technical school, and a ship survivability simulator was certified. The technical school is included in the register of maritime educational institutions of Russia. For the first time, its graduates were awarded state documents, as well as a license and certificate of compliance for employment abroad. In the anniversary year, construction of our own building began.

In December 2003, the technical school's continuing education system was certified according to the International Quality Management System ISO9001:2000 and the technical school received a Certificate from the Register of Maritime Shipping.

In 2004, training of ship officers was introduced in accordance with the International Ship and Port Facility Security Code. This type of training is certified by the Federal State Institution “Maritime Security Service” of the Ministry of Transport of the Russian Federation.

In 2006, familiarization and specialized training for personnel of offshore mobile installations was introduced, including emergency escape from a helicopter during forced splashdown.

The educational process at the technical school is based on the best maritime traditions and new technologies in education. College cadets wear naval uniforms, live and study according to the daily routine established for maritime educational institutions. All of them undergo training at the maritime training center, which is currently the most modern in the Far East.

All of the above speaks of the high potential of the Vladivostok Maritime College, which is provided with a developed educational and material base and an experienced staff of teachers. Among the VMT teachers are honorary workers of secondary vocational education of the Russian Federation, honorary workers of the Russian Navy.

1.2. The professional educational autonomous non-profit organization “Vladivostok Maritime College” (hereinafter referred to as POANO “VMK” or college) accepts citizens of the Russian Federation, foreign citizens and stateless persons registered in Russia;

1.3. Admission is carried out under educational agreements concluded upon admission to study at the expense of individuals and (or) legal entities (agreement on the provision of paid educational services);

1.4. Persons with basic general education (9 classes) are admitted to the 1st year with a period of study of 3 years 10 months;
1.5. For the 1st year with a duration of study of 2 years 10 months, persons with a general secondary education (11 classes) or secondary vocational education, a diploma of primary vocational education, if it contains a record of the bearer receiving secondary general education.

1.6. Subsequent courses are accepted for persons who have an established academic certificate of incomplete secondary vocational education or a state diploma of completed secondary vocational education;

1.7. Admission of foreign citizens is carried out in the presence of a certificate of registration at the place of residence;

1.8. The relationship between POANO "VMK", on the one hand, and a legal or natural person (student, legal representative of the student), on the other hand, is regulated by a contract for training in educational programs

secondary vocational education or other agreement that does not contradict the legislation of the Russian Federation;

1.9. POANO "VMK" ensures compliance with the rights of citizens to education established by the legislation of the Russian Federation. 2.Organization of admission to college

2.1. To organize the reception, a selection committee is created. The chairman of the admissions committee is the director of the college.

2.2. The procedure for the formation, composition, powers and activities of the selection committee is regulated by regulations approved by the director of the college;

2.3. The work of the admissions committee and office work, personal reception of applicants and their parents (legal representatives) is organized by the executive secretary of the admissions committee, who is appointed by the director of the college;

2.4. The admissions committee ensures the functioning of special telephone lines, e-mail, section of the website of POANO "VMK" to respond to requests related to the admission of citizens to the college.

3. Acceptance of documents from applicants

3.1. The deadline for accepting documents from applicants for full-time study is set from 06/01/2018 to 08/15/2018, and if there are free places in the college, documents can be accepted until 11/23/2018.

3.2. Acceptance of documents from applicants for distance learning, conducting entrance examinations and concluding an agreement is carried out throughout the entire academic year;

3.3. Admission to the college is carried out on the personal application of citizens fit for health reasons to work at sea.

Along with the application for admission, the applicant provides the admissions committee with the following documents: original or photocopy of documents proving his identity and citizenship; original or photocopy of a document on education and (or) qualifications; 4 photographs 3 x 4. 3.4. In the application addressed to the director of the college, applicants indicate the following mandatory information:

· information about the previous level of education and the document on education and (or) the document on education and the qualifications confirming it;

· the specialty for which he plans to enter college, indicating the conditions of study and the form of education;

The application records the fact that the applicant has familiarized himself with the Charter, the license to carry out educational activities and the certificate of state accreditation of PAONO "VMK" with appendices to them in the chosen specialty, the internal rules of the college, the Regulations on the Rating system for assessing the activities of college cadets, familiarization with the date of submission of the application the original document of education and certified by the personal signature of the applicant.

The applicant’s signature also confirms the following:

3.5. When submitting documents in person, the applicant is given a receipt for documents acceptance.

3.6. If an applicant submits an application that does not contain all the information and (or) information that does not correspond to reality, the college returns the documents to the applicant.

3.7. A personal file is opened for each applicant, in which all submitted documents are stored.

3.8. Upon written application, applicants have the right to pick up the original document on education and (or) qualifications and other documents submitted by the applicant. Documents must be returned by the admissions committee within the next business day after submitting the application.

3.9. Applicants have the right to send an application for admission, as well as the necessary documents, through public postal operators, as well as in electronic form, using the application form posted on the college website. 4. Enrolling in College

4.1. Admission is carried out on a public basis if the number of applicants does not exceed the number of planned places.

If the number of applicants exceeds the number of planned places, enrollment is carried out taking into account the applicant’s results of mastering the educational program of basic general or secondary general education, indicated in the educational documents provided by the applicants. If there is an equal number of points in educational documents, preference for admission is given to applicants who have a higher score in specialized general education subjects: physics, mathematics, Russian language, foreign language (English).

4.2. The applicant submits the original document on education and (or) qualifications to the college admissions committee no later than August 24, 2018.

4.3. After the deadline for submitting original education documents, the college director issues an order for the enrollment of persons recommended by the admissions committee for enrollment and who have provided the originals of the relevant documents. An appendix to the enrollment order is a list of named persons. The order with an attachment is posted the next business day after the order is issued on the official website of the college and the stand of the admissions committee;

Educational work at the College is built in accordance with the Concept of educational activities of the Vladivostok Maritime College, the Program of educational work with cadets of POANO "VMK" for the cycle (period) of training, the Program for the primary prevention of offenses of cadets of POANO "VMK", the Program for the primary prevention of drug, alcohol, nicotine and other types of addictions, as well as HIV infections among cadets of the Vladivostok Maritime College and a long-term plan of educational work for the entire period of study, which covers all courses with a detailed monthly plan. Educational work with cadets is aimed at increasing academic performance, strengthening discipline, and strengthening moral and ethical education. The main work on education is carried out through the study group, parents and individually with students.
The College operates a rating system for assessing activities, aimed at ensuring objectivity in assessing both positive and negative activities of cadets. The head of the organizational and educational department and class teachers carry out daily monitoring of class attendance, appearance and behavior of students. Once a semester, and if necessary, more often, parent meetings are held in groups, and this helps to ensure that the academic performance and discipline of cadets is maintained at the proper level.
To provide conditions for extracurricular activities, the material and technical base of the College is effectively used: an assembly hall with 200 seats and rehearsal rooms, a dance hall, a music studio and a design and modeling workshop, gyms and a training pool. Cadets have the opportunity to engage in sections: volleyball, basketball, mini-football, rock climbing, and general physical training.
The college's cost estimate includes an item to finance scientific, creative, and sports activities, conduct lectures and excursions, and provide material incentives for distinguished cadets. Information on the expenditure of funds on the organization of cultural, physical education, sports and recreational work for students and college staff is included in the subsection “Financial and economic activities.”

The professional educational autonomous non-profit organization “Vladivostok Maritime College” trains maritime transport specialists only for floating personnel of the sea and river fleet. In this regard, persons with disabilities and medical contraindications for working at sea are not accepted to study at the college. The health requirements for those entering training at POANO "VMK" and workers of the floating crew of the sea and river fleet are regulated by Order of the Ministry of Transport of Russia dated March 15, 2012 N 62 "On approval of the Regulations on the certification of crew members of sea vessels." Medical contraindications for work at sea, are also regulated by the International Convention for the Training and Certification of Seafarers, 1978, as amended (Rule I/9 “Medical requirements” Section A-I/9), the Consolidated Convention of the International Labor Organization (ILO) 2006 “On Labor in Maritime Shipping” (Rule 1.2. "Medical certificate"; Rule 4.1. "Medical care on board ship and ashore")
