One of the main tasks of the school library is to complete library collections and provide students with the necessary literature. The library collection is formed in accordance with the curriculum and educational programs implemented by the educational institution. Educational programs change, textbooks become outdated, many textbooks and books become unusable, so the library requires constant updating and replenishment of both educational and methodological literature. At the beginning of the school year, librarians carry out work to study the composition and condition of the school library collection. Work is underway with a list of textbooks recommended (approved) by the Ministry of Education and Science of the Russian Federation for use in the educational process and with catalogs of publishing houses. Together with subject teachers and taking into account their requirements, a centralized order for educational publications is formed. The list of educational literature is approved by the pedagogical council of the educational institution. The school library constantly receives and processes incoming educational, methodological and fiction literature, and writes off obsolete and dilapidated literature.

The purpose of the school library is to promote the effective implementation of the tasks of the educational process through information and library services for students and teachers.

School librarians consider library activities in three areas:

information and methodological support for the general educational process, taking into account the requirements specified in the standard;

development of information literacy of students, including when organizing their project activities;

information and methodological support for building individual educational trajectories for students.

A library specialist can and should organize extracurricular activities.

To do this, it is necessary to create the necessary conditions in the school library:

  1. the library should be an information center, with computers and complex programs;
  2. joint systematic work of a teacher and a librarian on the basis of a library.

The school library occupies an important place in the development of information competence of students, and also promotes the development of lifelong education skills of schoolchildren by teaching them information retrieval activities. In times of information technology, it is necessary not just to transfer library and bibliographic knowledge, but to develop students’ information competence, including:

  • skills in using various methods of information retrieval activities (library and bibliographic competence);
  • skills to analyze and evaluate information (critical thinking);
  • process and structure the text (reading culture);
  • ability to use modern information technologies.

The place of the school library is indicated in the implementation of the second generation standards. The new standard for primary general and basic general education presents the role of the school library as educational, methodological and information support for the implementation of the main educational program of the institution.

In accordance with the tasks set by the new educational standard, one of the requirements for a school library is its mandatory technical equipment. The library, as an information and library center, must constantly provide wide and stable access to any information for all participants in the educational process. The information provided by the school library should be aimed at the implementation of the main educational program, the organization of the educational process and the achievement of planned results. This suggests that in the library, as in classrooms, there must be a sufficient number of workstations (computers), a local network and Internet access for all users. School library employees must provide information support for the educational process and the activities of students and teachers in the context of modern information technologies in the field of library services, and the libraries of educational institutions themselves must be equipped with “...printed educational resources and electronic educational resources for all academic subjects of the curriculum, and have a fund of additional literature , which should include children’s fiction, popular science literature, reference, bibliographic and periodicals that accompany the implementation of the basic educational program of primary general education.”

It should be noted that, first of all, a school library is an educational library. Thus, one of the material and technical conditions necessary for the development and implementation of educational programs of both primary and basic general education is the presence of a library equipped with traditional and electronic information and educational resources and equipped with modern technology.

In the federal state standard for primary general education, a significant place is allocated to the requirements for the conditions for implementing the standard. Attention is focused on creating a comfortable, developing educational environment of the educational institution. The interpretation of the standard for this concept implies such qualities of education as openness, accessibility, and attractiveness. The new standard focuses on the comfort of education, both for students and for the entire teaching staff.

More precisely, a comfortable educational environment can be characterized as a pedagogical reality, including specially organized conditions for the favorable formation and development of comfortable and creative learning and teaching. A component of a pedagogically comfortable environment that ensures the effectiveness and efficiency of the development of educational self-realization of students is the creation of a creative, friendly atmosphere. One of these components includes the creation of individual success and the promotion of self-determination of all participants in the educational process. It is the teaching staff, which includes school librarians, that bears enormous responsibility for a comfortable educational environment at school, an environment of communication between teachers and students, rich in content.

The school library is an essential and significant part of the educational environment of the educational institution. At the same time, it forms its own special library environment.

The library environment includes informational, cultural, emotional, psychological, environmental and material components. We can say that the library environment is the entire environment of the employee and user in the library.

The main component of the library environment is information.

In the information component of the library environment, an important place is occupied by the library collection, which is the basis of the library’s information resources and represents a variety of documents on different types of information media. Information resources in general refer to the collection of data concentrated and presented to effectively and efficiently obtain reliable information.

The information resources of a school library should be considered as a set of documents (on various media) that the library has at its disposal in a given period of time.

The leading condition for the comfort of information resources is the comfortable satisfaction of information requests of library users. The library and information environment is most comfortable for readers when it allows them to satisfy information needs with maximum completeness and the least physical and time costs.

The task of the school library to provide access to information, knowledge, cultural values, and ideas is fully consistent with the new educational standard.

Nowadays, the book and school library are becoming increasingly important. The need for a library as a laboratory of active cognition through creative reading is understood by the state and spelled out in the educational standards of the second generation. At the seminar, attention was paid to the work of children's libraries in providing the necessary information to teachers and students, and new educational standards. The creation of an information and educational environment in the library for children ensures the harmonization of the information influence that the child receives in various information environments, thereby giving young users the opportunity to become informationally literate individuals who can freely realize themselves in the future. The information environment surrounding the child acts as a system in the library. A harmonious combination of various sources of information in the library and an optimally organized information search system develops the cultural and educational needs of the child. This Concept represents a system of views on the basic principles, goals, objectives and main directions of development of information library centers in organizations carrying out educational activities in basic general education programs (hereinafter referred to as educational organizations, school libraries) in the Russian Federation.

The scale and depth of the necessary transformations in school libraries are determined by the challenges to the education system associated with the transition to a post-industrial information society, the increasing role of information technology in all spheres of life, and the increasing influence of the professional community and public organizations on the requirements for the modern education system.

At a meeting of the State Council on improving the general education system in December 2015, the President of the Russian Federation outlined targets for the development of general education in the country, including the creation of a new infrastructure of educational organizations that provides modern conditions for training and education, updating educational equipment, school libraries and other funds necessary for the introduction of effective educational technologies and pedagogical methods into educational organizations.

A modern school library is an information space that provides equal and open access to high-quality sources of information on any media, including printed, multimedia and digital collections.

The educational practice of the leading countries of the world shows that the school library currently must take on not only educational, but also educational (including civil-patriotic, spiritual and moral education), information and methodological, cultural and educational, career guidance, providing and leisure functions.

The school library is a social space open to cultural, professional and educational activities of all participants in educational relations, a place of collective thinking and creativity; a key element of the reading infrastructure, a literacy center for the development of reading skills.

In advanced educational organizations, the school library becomes a natural place for the exchange of current pedagogical methods, a space for the development of teaching staff. The community of teaching staff creates original information and educational content of various types on the basis of school libraries: electronic information and electronic educational resources, distance open courses, interactive educational modules and others.

An important trend in the development of education is the provision of infrastructure for e-learning and distance learning technologies by school libraries. This trend, in accordance with the principles of continuity in education, involves flexible learning in an information educational environment, which includes electronic information resources, a set of information technologies, as well as a public space for collective work, allowing all participants in educational relations to interact.

In the Russian Federation, as throughout the world, school libraries of educational organizations are becoming a significant factor in the development of human capital, their influence in educational activities and in public life is increasing.

II. Problems of school library development

General education in the Russian Federation is undergoing large-scale restructuring. In recent years, in a number of regions of the country, the number of educational organizations has decreased, including due to their consolidation, and the number of students has increased. According to the Federal State Statistics Service, there are 45,729 school libraries operating in educational organizations, the total collection of which is more than 616 million copies of books, including textbooks and teaching aids.

The key obstacles to the development of school libraries at present are: inconsistency of actions of participants in relations in the field of education, imperfection of the regulatory legal framework, staffing problems, weak material and technical base, aging library stock, insufficient information resources and software, poor interaction with business -a community based on the principles of public-private partnership.

The existing regulatory framework governing the activities of school libraries does not meet the challenges of the time.

The federal state educational standards of general education (hereinafter referred to as the Federal State Educational Standard) require updating in terms of establishing requirements for the conditions for the implementation of basic general education programs, including personnel, financial and logistical conditions in terms of school libraries.

The system of methodological support for teacher-librarians, which worked successfully at all levels during the Soviet years, requires modernization. There is no centralized methodological support for school libraries at the federal level and, in most cases, at the regional and municipal levels.

Network interaction of school libraries is not systematic. Various mechanisms for scientific and methodological support of school libraries are being created. Only in certain regions have associations of school libraries and (or) centers for their methodological support been created.

A number of personnel issues require resolution. The position of “teacher-librarian” has been added to the nomenclature of teaching positions. At the same time, according to the results of surveys conducted by the Russian School Library Association, only every sixth educational organization in the country has such a position included in the staffing table.

In accordance with the requirements of the Federal State Educational Standard, the list of services provided by school libraries has expanded, which leads to the need to attract workers with various competencies.

The organization of additional professional education for teacher-librarians requires further development. There is a need for electronic courses using distance learning technologies that address issues of effective participation of school libraries in the activities of educational organizations.

In terms of material, technical and information resource support, there is a discrepancy between the technical equipment of school libraries and the increasing requirements of modern educational activities, which is expressed in the lack of space, modern furniture for school libraries, multimedia and computer equipment.

Despite the fact that 99.9% of educational organizations are connected to the information and telecommunications network “Internet” (hereinafter referred to as the “Internet”), there is limited access to electronic (digital) libraries that provide access to professional databases, information reference and search systems, as well as other information resources (only 52% of educational organizations have an electronic (digital) library). There is widespread demand for organizing access to full-text youth and pedagogical electronic libraries.

The funds of classical literature, works of modern authors, children's literature, as well as works of a civil and patriotic nature, used in the development of basic general education programs, need updating.

School libraries are stocked with dictionary publications of poor quality. The procedure and mechanisms for the professional selection of dictionaries of different types of the modern Russian language and the state languages ​​of the republics of the Russian Federation need to be improved for their use in educational activities.

In terms of software, there is a lack of centralized support for the cataloging process and providing access to information resources. They require the development and widespread implementation of e-learning technology, information and communication technologies and the exchange of experience among members of the professional community, webinar services, tools for supporting and monitoring the progress of educational activities.

School libraries have not yet become active subjects of the reading infrastructure being formed in the country and do not fully fulfill their function of educating a qualified reader.

In general, the Russian Federation has an accumulated structural lag behind countries that use modern models of schooling.

III. Goals and objectives of the Concept

The purpose of this Concept is to create conditions for the formation of a modern school library as a key tool in the new infrastructure of an educational organization, providing modern conditions for training and education.

The objectives of the development of school libraries in the Russian Federation are:

improvement of legal, scientific, methodological, personnel, material and technical, information, resource and software support for school libraries;

organization of methodological support for the activities of school libraries;

expanding the functions of school libraries for comprehensive support of educational activities in accordance with the requirements of the Federal State Educational Standard;

creating conditions for additional professional education of teacher-librarians.

IV. Main directions of implementation of the Concept

As part of improving the regulatory legal framework, the updating of the Federal State Educational Standard should be ensured in terms of establishing requirements for the conditions for the implementation of basic general education programs, including personnel, financial and material and technical conditions of school libraries.

At the federal level, it is necessary to determine the organization that will be entrusted with the functions of the federal information and methodological center (coordination of the activities of regional information, methodological and resource centers, monitoring and dissemination of best practices, cataloging resource funds, organizing interaction with federal government bodies, government bodies of the constituent entities of the Russian Federation) Federations, local governments, employers and their associations, as well as government organizations and public associations).

In the second half of the 20th century, the functions of the federal information and methodological center were performed by the information center "Library named after K.D.", which now operates as a structural unit of the federal state budgetary institution "Russian Academy of Education". Ushinsky" (hereinafter referred to as the information center).

It is also advisable to assign the functions of a modern federal information and methodological center to the specified information center.

For the effective development of school libraries, it is necessary to integrate them into a national network with support from the federal information and methodological center.

In order to develop staffing on the basis of organizations engaged in educational activities and implementing programs of additional professional education, it is necessary:

create an infrastructure for additional professional education of teaching staff involved in library activities, update the training system for teaching and management staff of educational organizations, including additional education teachers, employees of government bodies of the constituent entities of the Russian Federation exercising public administration in the field of education, local government bodies, those carrying out management in the field of education;

develop a professional standard “Teacher-librarian”.

As part of the logistics, each school library must:

create targeted, high-quality, multi-format funds (printed, multimedia, digital) that contribute to the implementation of basic and additional educational programs, including the implementation of individual projects, as well as the comprehensive development of students in general;

provide spatially separate zones of various types: an area for obtaining information resources for temporary use, an area for independent work with resources on various types of media, an area for collective work with flexible organization of space, a presentation area for organizing exhibitions and expositions, a recreational area for a variety of leisure activities and holding events;

create conditions for organizing a wide range of means of organizing creative and gaming activities;

provide free access for participants in educational relations to electronic information and electronic educational resources, taking into account the need to protect copyright and related rights.

As part of the development of information and resource support, it is necessary to:

replenishment of funds with both printed and electronic publications;

provide centralized cataloging of printed publications, electronic information and electronic educational resources, as well as equipment;

to work out mechanisms for involving participants in relations in the field of education in the development, updating and examination of new content in school libraries;

develop mechanisms that provide a self-governing process for creating, updating and filtering content.

To ensure the completeness of the functions implemented by school libraries, their horizontal cooperation should be organized, which involves mutual support of participants in educational relations with information and educational content and material and technical resources.

A promising form of information and resource support for the network of school libraries is cooperation with libraries of the Ministry of Culture of the Russian Federation, which will create a unified system of serving all categories of the population with work according to a common plan, organize joint decision-making on issues of informatization and improvement of public services.

In terms of developing school library software, it is necessary to:

provide access to modern software tools for working with information, including those based on cloud technologies;

create a unified technological platform that unites teaching staff of school libraries, implementing the functions of a professional social network, implementing advanced training programs (including a network university), certification of teacher-librarians, the opportunity to participate in various types of voting (online democracy), providing access to scientific -methodological developments, search in the bank of pedagogical innovations, publication of methodological developments, access to electronic versions of scientific and methodological printed publications and education news.

On the basis of school libraries, e-learning and distance educational technologies, supported by original information and educational content, should become widespread.

To support library service processes, cloud software should be created, including a centralized electronic catalog and an automated information and library system with the ability to plan, acquire, reserve resources and track their return.

To implement interdisciplinary activities, a smart learning system must be created that provides support for distributed collaboration, preparation of cloud-based electronic publications, and design and research activities.

In order to develop the reading infrastructure and support the network exchange of resources, it is necessary to develop a resource provision system that supports resource reservation, search through external electronic distribution systems, printing on demand, monitoring the demand for information resources, and integration with external funds of limited access information resources.

The implementation of the listed means of supporting the activities of an educational organization will allow school libraries to ensure the implementation of the Federal State Educational Standard and organize productive cooperation between teaching and management staff within the educational organization.

V. Implementation of the Concept

The implementation of this Concept will ensure the creation of conditions for the development of educational organizations, including school libraries, which will improve the quality of teaching and learning of all academic subjects.

As a result of the implementation of the Concept, a unified modern information and educational space will be created, providing the necessary conditions and infrastructure for the systematic updating of the content of general education and comprehensive support for educational activities.

The planned mechanism for the implementation of this Concept is the inclusion of relevant tasks in the ongoing activities of targeted federal and regional programs and development programs of individual educational organizations, financed from federal, regional and municipal budgets, and extra-budgetary sources.
